1. Introduction
The African Virtual University (AVU) is a Pan African Intergovernmental Organization
established by charter with the mandate of significantly increasing access to quality higher education and
training through the innovative use of information communication technologies. A Charter, establishing the
AVU as an Intergovernmental Organization, has been signed so far by fourteen (19) African Governments:
Kenya, Senegal, Mauritania, Mali, Ivory Coast, Tanzania, Mozambique, Democratic Republic of Congo, Benin,
Ghana, Republic of Guinea, Burkina Faso, Niger, South Sudan, Sudan, The Gambia, Guinea-Bissau, Ethiopia
and Cape-Verde. The AVU has its headquarters in Nairobi, Kenya and a Regional office in Dakar Senegal with
Host-Country Agreements and Diplomatic Status with the two governments.
The AVU Business Plan 2014-2019 has two main thrusts: (a) The educational and support services; and (b)
development services. The most important aspect of the plan is the escalation of the educational and support
services which focuses on escalating academic programs through the new AVU project also known as fullfledged
University project. The AVU plans to focus on increasing access to quality education and throughout
the African continent in collaboration with state members and partner institutions.
The AVU has identified the lack of human resources as one of the main obstruction to the effective use of
ICTs in education in Africa. The AVU therefore wishes to launch its continental certificate programs focused
on upgrading and developing skills for computer science professionals and students in the most priority areas
that need capacity building.
The program targets both professionals and students. The objectives of the programs are to:
 Deepen the applied computer science skills in specific priority areas
 Increase the number of professionals and students with applied computer science skills

This program will be organized in partnership with ministries of education, faculties or schools of science or computer science, employers, computer science professional bodies, strategic partners and development partners. The program will be offered within the framework of the AVU-AfDB funded Multinational Project, with the following targeted 15 countries: Benin, Burkina Faso, Cameroun, Mauritania, Senegal, Mali, Niger, Kenya, Tanzania, Rwanda, Burundi, Ethiopia, Ghana, The Gambia and Mozambique. The AVU also plans to work with other partners to expand the program to more countries.
In order to launch the certificate program, the AVU is hiring an overall instructor who will be responsible for the delivery of the Computer Science Skills Certificate Program in English. This process requires an Instructor with expertise and experience in pedagogy and teaching, a good knowledge of Distance and eLearning methodologies and tools; and a deep willingness to work in an ICT-based education environment.
The Computer Science Skills Certificate Program will be in Network Administration and has the following 3 modules:
Module 1: Introduction to network administration and network services
Module 2: Selected network operating system installation, configuration and maintenance
Module 3: Securing hardware and application
2. Scope of Work
The Anglophone Instructor will be involved in delivering the program and supervising Tutors in 8 Anglophone Partner Institutions with 3 classes of 20 students each. More specifically, the Instructor will:
 Coordinate the review of all the modules to ensure compliance with Distance and eLearning education according to the Content Adaptation Template (Appendix)
 Extract content for the Certificate Program from the existing AVU ACSP Modules
 Teach and deliver the designed curriculum as stipulated in the Policy Guidelines for Course Delivery (Appendix 1)
o Give support, directions and feedbacks to learners, both during the courses and afterwards (using mails, forums, chat, etc.)
o Give assignments
o Conduct/coordinate assessments
o Correct and grade marked assignments and assessments
o Collect, approve and provide students marks to AVU
 In collaboration with AVU and the Partner Institution , supervise the delivery and :
o Ensure that the content is reviewed and that all Tutors have reviewed each section of the module outline
o Provide support to Tutors in the following activities:
o Giving support, directions and feedbacks to learners, both during the courses and afterwards (using mails, forums, chat, etc.)
o Giving assignments
o Conducting /coordinating assessments
o Correcting and grading marked assignments and assessments
o Collect, approve and provide students marks to AVU
o Assessing Tutors’ work
o Liaise with the AVU program coordinating team
o Liaise with the Partner Institution program coordinator
3. Expected Deliverables
 All 3 modules reviewed according to the Content Adaptation Template (Appendix)
 Effective delivery of the program at each partner institution
 Tutors supervised at each Partner Institution
 Effective collaboration with AVU
 Effective collaboration with Partner Institution Program Coordinator
 Submission of grades
 Submit activity Reports as per Appendix
4. Qualifications
1) Preferably a Master or Ph.D in Education with demonstrated experience in Integration of ICTs in Education
2) Relevant experience in pedagogy and course development
3) Mastering of Microsoft Office softwares, or their equivalent (e.g. Word, Powerpoint, Excel, etc.)
4) Experience in teaching, preferably at university level
5) Experience in online delivery, preferably at the university level – expertise with Moodle needed
6) Experience in facilitation of laboratories
7) Fluent in English, French or Portuguese are an asset
8) Excellent communication skills in English; French and Portuguese are an added advantage
9) Willingness to work in a Distance and eLearning environment
10) Experience in instructional design will be an asset
5. Modalities of Work
 The Instructor and Tutors will download and adapt content from AVU Learning Management Systems (LMS) Moodle
 The Instructor shall participate in a virtual meeting with the Partners Institutions tutors on a mutually agreed date, prior to the beginning of each course module
 The Instructor will submit activity reports, course materials and grading sheets in an approved format to the AVU Manager, Academic Programs Development
 Upon receiving comments from the AVU, the Instructor will implement the recommended improvements (if any) and submit feedbacks to the AVU regarding the implementation
 The Instructor will hold virtual meetings with AVU as needed and communicate mainly via email.
6. Duration
The consultants will spend approximately 40 hours to actually teach/deliver each module (i.e. online teaching and coordination of laboratories, not including adaptation of materials for LMS, correction, student support, etc.); each module will be delivered over a 10-week period; and 20 hours supervising the Tutors.
7. Reporting
The consultant will report to AVU Rector.
8. Payment
The consultants will be paid per module basis, upon successful completion of module and submission of an acceptable end-of-module report to AVU.
