Background information

The International Institute of Rural Reconstruction (IIRR) exists to promote a world of equity, Justice and peace where people achieve their full potential and live the life of quality and dignity in harmony with the environment. IIRR’s impact is demonstrated through: education for pastoralists and marginalized communities; food security and resilient livelihoods; community driven and managed disaster risk reduction; and building collaborative leadership, global learning and sharing.

IIRR has received project funding to enhance resilience of pastoralist’s livestock value chains through market system responses in Northern Kenya. The project will promote strategies of upgrading prioritized livestock value chains to address systemic constraints and leverage existing opportunities through a market facilitation approach. The strategies to be employed include; improving preparedness to climate shocks through market based blended weather information system; mitigating risks of livelihood failure through promotion of livestock insurance; boosting livestock trade to trigger off take; and; promoting enterprises for youth and women. Through the support of 5 livestock markets along stock routes, the impact is expected to contribute to the development of inclusive, profitable and resilient value chains benefitting 50,000 livestock producers and 40 enterprises owned and operated by women and youth.

IIRR is seeking applications from suitably qualified candidates to fill the position below for implementation of this project in Northern Kenya. This is purely a field based position.

Project Officer – Enhancing market responses to resilience in livestock value chains in Northern Kenya

Job Summary: Based in northern Kenya in Marsabit County, the project officer will report to the Program Manager-Food Security and Resilient Livelihoods Program. S/He will be incharge of coordinating project implementation in the selected project sites in Marsabit and Isiolo Counties.

The position is initially for a period of 6 months (July – December 2017), with a possibility of renewal subject to good performance and availability of funding.

Summary of Duties and Responsibilities:  Mobilizing of livestock keepers and other livestock value chain actors to increase their participation in project implementation  Leading in the identification of 5 target markets along stock routes and supporting improvement in their governance and management systems  Implementing capacity building programs for livestock keepers and value chain actors according to identified needs  Facilitating development of 50 livestock businesses owned and operated by women and youth

 Facilitating a forum for stakeholders and value chain actors to identify and prioritize strategies for upgrading livestock value chains  Developing the capacity of the pastoralists and their institutions to trade more formally and to engage with markets more directly  Supporting capacity building of pastoralists institutions and entrepreneurs to engage in viable business models which improve the competitiveness of the livestock value chains  Engaging local governments authorities in development of clear strategy that will increase investment in the livestock sector and drive the livestock markets development agenda  Establishing strong producer livestock business organizations as business hubs to attract private sector investment  Taking lead in designing and implementation of pastoralists owned and operated market oriented production and marketing models which accommodate improvement of livestock and livestock products. Such models include integrated fodder and steer fattening enterprises and increasing application of technology (water harnessing, breeding, feeding, rangeland management) in the management of livestock resources  Facilitating innovative market linkages between livestock keepers, value chain actors and both local//export markets
Key requirements

Minimum Education, Skills and Abilities  Bachelor of Science in Agribusiness from a recognized institution, or a related degree (Range management, animal production or veterinary medicine)  At least 3 years of related experience in facilitating value chains and markets development with pastoral communities  Experience in organizational capacity development of community based institutions.  Experience in linking pastoralists livestock value chains with support services (Service providers, Finance, ICT)  Experience in working with the pastoralist communities  Experience in establishing Public-Private Partnerships and coordination of partnerships  Experience in working with NGOs in fields related to pastoralists livestock value chains, especially in Northern Kenya Desirable  Knowledge of local language in Northern Kenya will be an added advantage  Availability to take up the position immediately Interested candidates are to apply by email with an up to date CV with contacts of 3 referees, a cover letter indicating the expected salary.
