Who we are

Created in 1979, Action contre la Faim (ACF) is a non-governmental organization that fights against hunger. Its charter of humanitarian principals- independence, neutrality, non-discrimination, free and direct access to victims, professionalism, transparency – has been part of its identity for more than 35 years. Its mission is to save lives by eliminating hunger through the prevention, detection and treatment of under-nutrition, particularly during and after emergency situations linked to conflicts or natural disasters. Action contre la Faim focuses its actions on 5 main areas of expertise: nutrition and health – healthcare and care practices – food security and livelihoods – water, sanitation and hygiene – advocacy**. In 2015, Action contre la Faim provided aid to 13.6 million people in more than 46 countries worldwide.



2016 in the Middle East saw the intensification of conflict and instability, worsening humanitarian contexts and increasing political, economic and conflict-related constraints to reaching people in need. Action Against Hunger has worked to best position itself in offices across the region to address and meet these evolving dynamics in a highly-volatile context so it can best provide assistance to growing caseloads of the most vulnerable. Though the war on the Islamic State (IS) continued to make slow advances in Syria and Iraq, it was impeded by the numerous parties to the offensive and their conflicting objectives, increasing civilian casualties and displacement. In Iraq, 11 million people are in need of assistance and three million are internally displaced. In Syria, as of November 2016, 13.5 million people are in need of assistance, with nearly 5 million living in hard to reach or besieged areas and 6.3 million internally displaced.


Action against Hunger in the Middle East Region: Action against Hunger is working in 8 different countries (Iraq, Jordan, Lebanon, OPT, Syria, Yemen, Egypt, Turkey) in the Middle East Region with a various range of programs including Food Security and Livelihood, Mental Health and Care Practices, Water, sanitation and Hygiene, Nutrition & health and Shelter

Main Responsibilities

Under the direct supervision of the Middle East Regional Representative, the Deputy Regional Representative Program Advisor is responsible to

  • Contribute to the Action against Hunger regional strategic approach.
  • Support Action Against Hunger scaling up strategy in the Region
  • Promote and design an innovative regional programming through an improved knowledge management, experience sharing at Action Against Hunger network and regional level.
  • To represent the MERO during the absence of the Regional Representative or under his/her delegation.

Specific Responsibilities

Objective 1: Contribute to the design of the regional strategic approach and promote regional grants

  • Strategy:

Operationalization, development, monitoring and update of the Middle East regional         approach in collaboration with the Regional Representative, the Regional Directors of Operations  and the country offices



  • Regional programs:

               .  Promote multi-country grants when relevant

  • Help designing and fundraising for regional and multi-country grants, through the monitoring of donor opportunities, the drafting of concept notes & project documents with the regional, countries and HQs’ teams, and the proactive submission to donors
  • Ensure regional and/or multicountry grants are an effective opportunity for cross-country learning, harmonization of approaches when necessary, the development of sound evidence for programming or advocacy purposes
  • When relevant, coordinate, support or develop cross-border initiatives within Action Against Hunger strategic framework ensuring synergies, effectiveness, and spread of positive outcomes and impacts

Objective 2: Support the Middle East missions in the definition of an innovative programming in line with regional needs


  • Surveillance, research and innovation
    • Continuous exploration of external examples and sources of inspiration to revisit our work and gain in impact & quality, making the best use of Action Against Hunger’s external network
    • Identify research fields that could be relevant in different countries to foster synergies
    • Based on researches developed with the support of HQs, promote innovation though operational research
  • Support the missions in their programming for an improved sustainability of our action
  • In Coordination with the IDRU, explore donors’ appetite for operational researches and innovative programming

Objective 3: Promote an efficient knowledge management, experience sharing, program design and development**

  • Ensure that the knowledge management is reinforced at regional level
  • Check if successful programs implemented through the Action Against Hunger network are replicable in our missions at regional level and support country offices to adapt it to their specific context


Objective 4:  In coordination with the Regional Representative, represent Action Against Hunger and strengthen our local network at regional level, promote positive relationships with key stakeholders**

  • Representation – Humanitarian Coordination
    • Maintain and promote relationship with key humanitarian stakeholders at regional level: donors, regional institutions and bodies, UN agencies, Key NGOs
  • Representation – donors

Ensure the link with relevant donors agencies; ensure donor priorities and expectations are communicated to regional and HQ staff in a complete and timely manner

  • Ensure dissemination of information regarding new funding opportunities
  • Work with HQ/IDRU to pursue funding opportunities


The applicant:

We are looking for candidates with:

  • Bachelors or master degree in political science, business administration or similar background
  • Specific studies in humanitarian aid and/or development
  • Good knowledge of project cycle management
  • Experience in managing multidisciplinary teams


Essential: Five or more years living in a developing country with strong management experience. Three or more year’s management experience as Deputy Regional/Country Director Programs or MEAL

Desirable: Experience in negotiation with donors, networks establishment

Living conditions: Jordan and Amman in particular, is a very safe and peaceful environment with all the comforts of a modern city. There are no specific security restrictions for the moment.
