Resource Mobilization Specialist(Partnership)

Background

Under the guidance and direct supervision of Country Director or his/her designate, the Partnerships/Resource Mobilization Specialist will be responsible for identifying and nurturing strategic relationships with key development players in support of joint UNDP and UNICEF South Sudan programmes and priorities. The Partnerships/Resource Mobilization Specialist supports senior management team (SMT) in developing strategic partnerships and leverage resources to achieve results for the South Sudan programme portfolio. In addition, the Partnerships/Resource Mobilization Specialist will develop relevant materials and tools needed to support the engagement strategy.

Duties and Responsibilities

1. Mobilizes resources for UNDP and UNICEF joint Programme efforts, focusing on achievement of the following results:

  • Development / revision of a detailed Partnership and Resource Mobilization (PRM) Strategy with planning tools to implement the strategy.
  • External and internal analysis for assessing office opportunities for resource mobilization.
  • Negotiation, drafting and revision of agreements with donors. Monitoring of overall implementation of agreements.
  • Scanning of the opportunities in the country based on partner-specific intelligence and the competitive landscape; identification where the office competency strengths overlap with partner/client needs
  • Analysis of key development and sectoral policies currently being discussed and implemented in the country and key donors willing to support policies
  • Assessment of the level of office engagement with each donor: type and level of contact and particular areas of interest; development of strategy to position the office to become a priority partner for the donor.
  • Identification of emerging sources of funding; assessment of their current usage and potential for the future.
  • Development and implementation of a donor intelligence strategy (partners, needs and priorities, perception of UNDP and UNICEF by its current and potential future partners, and projection of UNDP and UNICEF’s added value and potential role).
  • Development of specific donor fund-raising strategies and approaches.
  • Development and conduct of a Competitive Landscape Analysis of partners, their priorities and characterization of their relationships/partnerships
  • Provide quality assurance to office and donor progress reports
  • Guide and support UNDP and UNICEF teams to prepare and package quality joint programme proposals to donors.
  • Implementation of office strategy for partnering with UN Agencies around UNDAF, MDG and other joint programming for implementation of UN Reform.
  • Prepare comprehensive, analytical and substantive briefs, reports, statistics and other communications material in support of fundraising efforts.
  • Provide assistance to coordinate donor missions and meetings, and prepare material/documents for donor meetings at the CO and HQ level.

2.Facilitates knowledge building and knowledge sharing as required by the organization, focusing on the following results:

  • Identification and formulation of lessons learned and recommendations to be integrated into broader office knowledge management efforts.
  • Contributions to knowledge networks and communities of practice.
  • Organization and conduct of trainings on RM and partnerships building in UNDP and UNICEF South Sudan Offices.
  • Develop system for information management and sharing.

3. Others

  • Provide support to Monitoring and Evaluation and audit functions.
  • Support office transition to National Implementation modality.
  • Carry out other PPSU related tasks as requested by the Team Leader and Deputy Country Director (Programme).

Required Skills and Experience

Education:

Advanced University degree in communications, social sciences, marketing, public relations, business administration and management or related field. A bachelors in communications, social sciences, marketing, public relations, business administration and management or related field with 7 years of relevant experience maybe considered in lieu of a Masters.

Experience:

-Minimum five years of progressively responsible work experience in private sector or public sector fundraising, donor outreach and management, or partnerships administration, preferably with some at the international level;

-Experience designing and implementing resource mobilization plans and partnership strategies;

-Understanding of post conflict recovery and development programme a plus:

-Strong team player with excellent planning/organizing and networking/relating skills;

-Experience in Africa and/or good knowledge of African private sector;

-Highest-level communication skills, including engaging and informative formal public speaking and writing.

-Able to work effectively in a multi-cultural environment.

Language Requirements:

Strong written and spoken skill of the English language. A second UN language is an added advantage
